President Obama recently signed into law the National Defense Authorization Act and the Military and Overseas Voter Empowerment Act (MOVE), both of which include a number of changes to federal election law. One of the most significant changes in the Act relates to the Federal Post Card Application (FPCA). The FPCA will no longer be considered an absentee ballot application for two consecutive General Election cycles, as had been required under the Uniformed and Overseas Citizens Absentee Voting Act. The FPCA will now serve only as an application for an absentee ballot for elections held in the same calendar year the application is submitted.
