These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Williamsburg County


REQUEST FOR RELEASE OF FUNDS

On or about September 25, 2020 Williamsburg County will submit a request to the SC Department of

Commerce/Grants Administration Division for the release of Community Development Block Grant funds under Title I

of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the Kelley

Memorial Hospital Demolition Project (4-CE-18-018) for the purpose of demolishing the vacant and abandoned

structure located at 110 West Mill St., Kingstree, SC 29556. This grant includes $285,197 in federal CDBG funding

and $16,800 in non-federal match provided by Williamsburg County, the Town of Kingstree, and Williamsburg County

Vital Aging, Inc.

FINDING OF NO SIGNIFICANT IMPACT

Williamsburg County has determined that the project will have no significant impact on the human environment.

Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not

required. An Environmental Review Record (ERR) that documents the environmental determinations for this project

is on file at Waccamaw Regional Council of Governments (WRCOG) at 1230 Highmarket St., Georgetown, SC 29440

and may be examined or copied weekdays from 9 AM – 5PM.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Waccamaw Regional Council of

Governments (WRCOG) at 1230 Highmarket St., Georgetown, SC 29440, Attention: Jessie M. Walker, Community

Development Planner or Supervisor Wright’s office at Williamsburg County at 201 West Main Street Kingstree, SC

29556. All comments received by September 21, 2020 will be considered by Williamsburg County prior to authorizing

submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

Williamsburg County certifies to SC Department of Commerce/Grants Administration Division that Dr. Tiffany Wright

in her capacity as County Supervisor consents to accept the jurisdiction of the Federal Courts if an action is brought

to enforce responsibilities in relation to the environmental review process and that these responsibilities have been

satisfied. SC Department of Commerce/Grants Administration Division’s approval of the certification satisfies its

responsibilities under NEPA and related laws and authorities and allows Williamsburg County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The SC Department of Commerce/Grants Administration Division will accept objections to its release of funds and

Williamsburg County’s certification for a period of eighteen days following the anticipated submission date or its

actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was

not executed by the Certifying Officer of Williamsburg County; (b) Williamsburg County has omitted a step or failed to

make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants

in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR

Part 58 before approval of a release of funds by SC Department of Commerce/Grants Administration Division; or (d)

another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is

unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in

accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to SC Department of

Commerce/Grants Administration Division at 1201 Main Street, Suite 1600, Columbia, SC 29201. Potential objectors

should contact SC Department of Commerce/Grants Administration Division to verify the actual last day of the

objection period.
